Why do I have to have to use one provider?

The Village of Poplar Grove Ordinance # 5-7-1 (A) establishes one waste hauler (scavenger) for the Village.  A major reason to establish a single source for trash pick-up is the wear and tear on roads is a major local expense.  One trip from a double axle waste hauler is equivalent to wear and tear from 1,000 cars on the roadway.

What day is collection day?

Collection day will be WEDNESDAY  effective January 2023.

What does it cost? And what does it include?

The monthly service is a flat $20.95.

Residents will have a 95 gallon cart for one flat rate. It also includes a 65 gallon recycling cart for every resident.

This monthly rate includes UNLIMITED garbage for no added fees, Recycling, and one FREE bulk item each week under 50 pounds.  Household bulk items include chairs, couches, dresser, washer/dryer, etc.  

When do I get billed?

Billing will take place quarterly.  

Call MDC to make payments from a card or bank account at (815) 568-7274.  There will be a toll free number on your invoice that will allow you to call 24 hours a day to make your payments.  You may also log on line to https://www.mdces.com/bill-pay after you receive your first invoices to make online payment or set up your profile.  As always, you can mail in your invoice stub with a physical check payment.

Do I need Stickers?

There is NO LONGER a need to purchase stickers for bulk items or yard waste.

Is there a Senior Discount?

The same discount is available.  Please call MDC to register that information at (815) 568-7274.

How do I prepare Yard Waste?

Yard waste is prepared in brown waste bags, or your normal 35 gallon garbage can with an “X” on the side of the can.  Residents who prefer a garbage can could request to have a special yard waste cart for free.  Yard waste pick up is first week of April until last week of November, weather permitting.  NO plastic bags are allowed in compost so yard waste must be prepared in brown paper bags or carts.

Do they have yard waste containers if I want one?

A permanent 95 gallon yard waste cart will be provided at no charge upon request. You may still use your cans marked with an X or yard waste bags.

Who do I call if I need a dumpster for my house?

You can call MDC at (815) 568-7274 or any company for Yard Dumpsters ONLY.

Does this include commercial service?

Commercial customers should have received response from MDC with rate information.  Rate tables are also available on our Website.  

Do I have to have Garbage Pick Up?

Municipal Ordinance # 5-7-1(C) requires every resident to have garbage pick-up.  There is a penalty for violating this Ordinance.

Water & Sewer

What are the water and sewer rates for monthly billing?

Base Rates -Water $16.87 - Sewer $33.78. This includes the first 2,000 gallons of consumption      

Consumption Rate after 1,000 gallons – Water $2.80 – Sewer $11.26 per every 1,000 gallons

How can I pay my bill?

In person at Village Hall from 8:30am to 4:30pm

A Secure Drop box located outside Village Hall

Pay online at https://www.poplargrove-il.gov/publicworks/page/pay-your-bill 

Note: there is a fee associated with processing credit cards and e-checks

When is my bill due?

This has not changed. Utility bills are due on the 20th of every month.

When is my bill mailed out?

All utility bills are mailed out on or before the 1st of every month through the U.S. Postal Service.

If you would like to go paperless, please log online to print the form, and return to Village Hall or you can stop in to pick up a form to fill out at any time.

Why is my water bill so much higher than my neighbors? Are these even actual reads?

Every household is different; it can depend on how many people you have in your household. Every person uses water in a different way. The EPA estimates the national average is 100 gallons per day per person. All reads are actual reads and are not estimated. You can always keep track of your usage by reading the meter and keeping a record of your standard usage.

Why do I never see Village Employees reading my meter?

Meters are read electronically. They have an electronic device that allows them to drive by your home, and remotely pick up your actual reads.

What is the late fee?

A late fee according to Ordinance 6-2-4-2 is 10% of the total bill.

When is a late fee assessed?

Bills are still due on the 20th of each month. Late fee/disconnection notices will be sent out around the 21st of each month.

What happens when I get a disconnection notice?

You can make a payment on your account to bring it current. Any accounts not in good standing by the around the 30th of each month, will be at risk for potential disconnection of their services. 

What are the termination fees, if I had my water disconnected for nonpayment?

According to the Ordinance 6-2-4-4 turn off/on fee is $110.00.

What do I do if I feel there is an error on my bill?

 Please call Village Hall and discuss your situation on an individual basis.
